WPL shows USA by default if it couldn't find any listings in the search results page. If you want to show another country/state/province instead of US, you should modify default latitude and longitude of Google Maps activity (plisting_position1 position).

You could find these options by navigating to WPL->Activity Manager->googlemap activity (plisting_position1 position). Please find following figure:
